Jocelyn Pilapil
Jocelyn “Joyce” Pilapil (Philippines) is the Director of Human Resource Services at the World Vegetable Center, where she leads the global strategic direction and oversight of human resources.
With experience spanning more than 25 countries, she has led large-scale transformation initiatives across government, humanitarian, international development, and Fortune 500 private sector organizations. She is recognized for driving enterprise and sector-wide strategic change efforts across multiple regions, navigating complex organizational ecosystems, governance structures, and regulatory frameworks across public, private, and development sectors.
Her expertise spans enterprise capability and competency development, organizational effectiveness and evolution, framework and policy development and multi-jurisdictional HR governance and compliance. She leverages advanced analytics, organizational diagnostics, and integrated employee listening, combining real-time feedback with consultation and consensus-building to generate insights, shape strategy, and deliver measurable impact while strengthening stakeholder engagement and aligning diverse interests. She draws on a strong track record in strategy development and organizational positioning, navigating cross-cultural environments through culturally intelligent communication while providing strategic advisory, professional coaching, and mentoring support.
She has held executive and senior leadership roles at Atlantic, Gulf and Pacific Global; AXA Group; Save the Children UK; and the International Rice Research Institute (IRRI). She holds a Juris Doctor, a Master’s degree in Industrial Relations, a Postgraduate Diploma in Human Resource Management, and is a PhD candidate in Organizational Development.
