Jocelyn Pilapil

Jocelyn “Joyce” Pilapil (Philippines) joined the Center in September 2022 as Head of Human Resources based in Taiwan. In March 2023, she was appointed as Director of Human Resource Services.

Joyce is a recognized and accomplished international human resources and organizational development (HROD) practitioner and consulting executive with operational and leadership experience in a wide range of international non-profit, private, and public sector organizations working across over 25 countries and multiple cultures and disciplines. Before joining the Center, she worked as Vice President for Organizational Development and Transformation at the Atlantic Gulf and the Pacific Global to identify and address complex system-wide challenges and turn organization strategies into actions through people, practices, processes, policies, assessment, and the use of OD models, adopting agile methodologies, employing data analytics, developing frameworks, and innovating HR systems based on changing business demands.

Her recent past experience includes serving as Country Director for the Philippines Humanitarian Leadership Academy (Save the Children, UK) and Global Head, HR Business Partner for People, Organizational Development, and Advisory (Ombudsman) Services at the International Rice Research Institute (IRRI).
